A decree is an administrative or legislative act issued by executive or government authorities in various countries. In Brazil and Portugal, decrees are used for appointments, regulations[1] and implementation of laws, with variations between national and regional levels. The United States historically used decrees in courts of equity, now replaced by judgements. French decrees are administrative regulations adopted by senior government officials, ranking above ministerial orders but below laws. In the Russian Federation, presidential decrees have legal force, but cannot fundamentally change existing legislation. These legal instruments serve a variety of purposes, from ratifying international treaties and government appointments to providing regulatory frameworks, always operating within the legal hierarchy established in their respective jurisdictions.

Autonomous regulations directly explain the Constitution and constitute primary normative acts, while independent regulations also interpret constitutional provisions. The principle of legality prevails in contemporary constitutional systems, ensuring that regulations operate within defined legal limits. Academic work by authors such as Francisco, Leal and Velloso has contributed to understanding the complex nature and function of regulatory mechanisms.
