A <a class=\"glossaryLink\" href=\"https:\/\/advogados.cv\/en\/glossary\/constitution\/\" target=\"_blank\" rel=\"nofollow\" data-mobile-support=\"0\" data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex=\"0\" role=\"link\">Constitution<\/a><span id=\"cmttFootnoteLink2-0\" class=\"cmtt-footnote\"><sup><a class=\"et_smooth_scroll_disabled cmtt_footnote_link cmtt-footnote-deflink\" href=\"#cmttFootnoteLink2\" style=\"font-size: 14px; color: #325afb; font-style : none ;\">[2]<\/a><\/sup><\/span> Cape Verde guarantees equal rights for men and women, and the country has implemented public policies to promote female participation in various spheres, including politics, education and the labour market.<\/p>\n\n\n\n<p>In recent years, Cape Verde has been recognised for its efforts to promote gender equality, reflected in international indices of human development and gender equality. According to the&nbsp;<a href=\"https:\/\/www.weforum.org\/reports\/global-gender-gap-report-2023\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">World Economic Forum's Global Gender Inequality Index<\/a>The country has shown consistent improvements, although there is still a long way to go to achieve full parity.<\/p>\n\n\n\n<p>However, challenges remain, especially with regard to gender-based violence and discrimination in the workplace. A&nbsp;<a href=\"https:\/\/www.unwomen.org\/en\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">UN Women<\/a>&nbsp;has collaborated with the Cape Verdean government to implement programmes aimed at reducing violence against women and promoting equal opportunities. In addition, education plays a crucial role in transforming gender norms, with ongoing efforts to ensure that girls and women have equal access to quality education.<\/p>\n\n\n\n<p>This report seeks to explore the progress that has been made and the obstacles that still need to be overcome in order to achieve gender equality in Cape Verde. The country's Constitution guarantees equal rights for men and women, and various laws and policies have been implemented to reinforce this principle. Among the most notable initiatives are the <a class=\"glossaryLink\"  href=\"https:\/\/advogados.cv\/en\/glossary\/law\/\"  target=\"_blank\"  rel=\"nofollow\"  data-mobile-support=\"0\"  data-gt-translate-attributes='[{\"attribute\":\"data-cmtooltip\", \"format\":\"html\"}]' tabindex='0' role='link'>Law<\/a><span id=\"cmttFootnoteLink5-0\" class=\"cmtt-footnote\"><sup><a class=\"et_smooth_scroll_disabled cmtt_footnote_link cmtt-footnote-deflink\" href=\"#cmttFootnoteLink5\" style=\"font-size: 14px; color: #325afb; font-style : none ;\">[5]<\/a><\/sup><\/span> of Parity, approved in 2019, which establishes a minimum quota of 40% for the representation of each gender on electoral lists (<a href=\"https:\/\/www.unwomen.org\/pt\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">UN Women<\/a>). This legislation aims to increase female participation in politics and has been a crucial step towards gender equality in the country.<\/p>\n\n\n\n<p>In addition, the National Plan for Gender Equality (PNIG) 2015-2018, and its subsequent updates, have been instrumental in coordinating governmental and non-governmental efforts to promote equal rights. This plan covers areas such as education, health, employment and combating gender-based violence, reflecting a comprehensive commitment to equality (<a href=\"https:\/\/www.governo.cv\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Government of Cape Verde<\/a>).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"participaopolticadasmulheres\">Women's Political Participation<\/h3>\n\n\n\n<p>Female representation in Cape Verdean politics has shown progress, but still faces significant challenges. These initiatives are crucial to ensuring that women have the same opportunities for professional and personal development as men.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"mercadodetrabalhoedesigualdadedegnero\">Labour Market and Gender Inequality<\/h3>\n\n\n\n<p>In the labour market, women in Cape Verde face significant inequalities in terms of pay and job opportunities. Collaboration between government, civil society and international organisations is crucial to tackling these challenges effectively and sustainably.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"desafiosatuaisnapromoodaigualdadedegneroemcaboverde\">Current Challenges in Promoting Gender Equality in Cape Verde<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"desigualdadeeconmicaeacessoaoemprego\">Economic Inequality and Access to Employment<\/h3>\n\n\n\n<p>Despite legal and political advances, economic inequality remains a significant challenge for the promotion of gender equality in Cape Verde. Women face substantial barriers in the labour market, including wage discrimination and limited access to quality employment opportunities. According to data from Cape Verde's National Statistics Institute, women represent a significant portion of the informal labour force, where wages are lower and labour rights are often disrespected (<a href=\"https:\/\/ine.cv\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">INE Cape Verde<\/a>).<\/p>\n\n\n\n<p>In addition, women are under-represented in leadership positions and in strategic economic sectors such as technology and finance. The under-representation of women at the highest levels of political and business decision-making reflects structural and cultural barriers that limit their leadership opportunities.<\/p>\n\n\n\n<p>Women entering politics often face gender discrimination and harassment, which can discourage continued participation and limit their impact. Informal education and community empowerment programmes play a crucial role in building a fairer and more equitable society, where all individuals, regardless of gender, have the opportunity to thrive (<a href=\"https:\/\/www.undp.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">UNDP<\/a>).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"iniciativasepolticasparaaigualdadedegneroemcaboverde\">Initiatives and Policies for Gender Equality in Cape Verde<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"implementaodeprogramaseducativos\">Implementation of Educational Programmes<\/h3>\n\n\n\n<p>Education is one of the fundamental pillars for promoting gender equality in Cape Verde.
