O Pacto Internacional sobre Direitos Civis e Políticos, adotado pela Assembly[2] Geral da ONU em 1966, é um tratado[4] fundamental de human rights[1] que entrou em vigor em 1976. Formando parte da Carta Internacional dos Direitos Humanos, protege direitos civis e políticos fundamentais globalmente. O Pacto estabelece proteções abrangentes, incluindo o law[5] à vida, liberdade contra a tortura, igualdade perante a law[6], liberdade de movimento e participação politics[3]. A sua estrutura de cinco partes delineia autodeterminação, mecanismos de implementação estatal, direitos específicos e processos de monitorização. O Comité dos Direitos Humanos supervisiona a implementação do tratado, recebendo relatórios periódicos dos estados e comunicações individuais. Ao promover princípios de não-discriminação e liberdades individuais, o Pacto serve como um mecanismo internacional crítico para proteger direitos humanos e incentivar os estados a manter princípios democráticos e liberdades pessoais.

1. human rights. Human rights are fundamental freedoms and protections inherent to all human beings, regardless of race, gender, nationality or status. Rooted in the philosophical traditions of natural rights and social contract theories, they encompass civil, political, economic, social and cultural dimensions. The modern model of human rights emerged after the Second World War, with the UN Universal Declaration of Human Rights serving as its cornerstone. International and regional systems such as the European Convention on Human Rights and the Inter-American Commission have developed mechanisms to monitor and enforce these rights. Key organisations such as Amnesty International and Human Rights Watch advocate globally for human dignity. Contemporary challenges include addressing ongoing violations, balancing universal principles with cultural contexts and confronting emerging issues such as digital rights and environmental protections. The field continues to evolve, reflecting complex global dynamics of justice, equality and human dignity.
2. Assembly ( Assembly ) An assembly is a gathering of people for political, religious or social purposes, typically made up of representatives or delegates. Assemblies serve as forums for discussion, decision-making and collective action, playing a crucial role in democratic governance. They can take various forms, including legislative bodies, constituent assemblies and representative assemblies. Throughout history, notable assemblies have shaped political movements and governance, such as the French National Assembly during the Revolution and the United Nations General Assembly. While assemblies are essential for public participation and representation of community interests, they face challenges such as polarisation and ensuring balanced representation. Their role involves passing laws, drafting policies and providing a check on government power, with their importance and methods continuing to evolve in the modern political landscape.

Pacto Internacional dos Direitos Civis e Políticos (PIDCP) é um dos três instrumentos que constituem a Carta Internacional de Direitos Humanos. Os outros dois são a Universal Declaration of Human Rights and Pacto Internacional dos Direitos Econômicos Sociais e Culturais (PIDESC).
