Hugo Grotius (1583-1645) foi um erudito, jurist[3] e diplomata holandês que moldou significativamente o international law[1] moderno. Nascido em Delft, era um prodígio que estudou law[4] na Universidade de Leiden e serviu como conselheiro jurídico da liderança holandesa. Após ser encarcerado por razões políticas e fugir para a França, desenvolveu teorias inovadoras sobre natural law[2], direitos e relações internacionais. Sua obra seminal “De Jure Belli ac Pacis” estabeleceu princípios fundamentais de guerra justa e conduta internacional. Medieval and modern philosophers interpreted natural law through theological, philosophical and rational perspectives, considering its relationship to divine order, human reason and social contract theory. Contemporary natural law theorists continue to defend objective moral principles against ethical relativism, asserting that legitimate law must be aligned with fundamental human rights and moral absolutes. The theory remains influential in legal, philosophical and theological discourse.

É considerado o fundador, junto com Francisco de Vitória e Alberico Gentili, do International law, baseando-se no Natural law. Foi também philosopher, dramaturgo, poet e um grande nome da apologética cristã.
